Data and metrics for identifying the worst performing non-residential buildings

Article 9 of Directive EU/2024/1275 introduces new requirements for Member States to improve the energy performance of their existing building stock: Minimum energy performance standards (MEPS) for the non-residential buildings (NRB).
MEPS are a regulatory tool to stimulate the renovation of existing buildings on a large scale, as they remove the main barriers to renovation such as split-incentives and co-ownership structures, which cannot be overcome by economic incentives (Directive EU/2024/1275 recital (25)). Article 2(4) of Directive EU/2024/1275 defines ‘minimum energy performance standards‘ as “rules that require existing buildings to meet an energy performance requirement as part of a wide renovation plan for a building stock or at a trigger point on the market such as sale, rent, donation or change of purpose within the cadastre or land registry, in a period of time or by a specific date, thereby triggering the renovation of existing buildings”.
In a workshop of this years meeting of the Concerted Action EPBD the potential of dataNWG to identify the efficiency of NRBs based on representative sample surveys as compared to the French OPERAT approach and National Building Specific Information in Sweden was discussed.
